You can only accept or decline ceremony invitation. You can’t add a reason for declining or influence when you’ll receive a later invitation. Typically applicants find they aren’t invited to the next ceremony but face another wait throughout a few citizenship ceremony cycles. It's great to "hear" that it can be declined without aborting the whole citizenship application process for good. There isn’t even an official website accurately explaining what happens when the system works.
