What is the general requirement to nominate by NT with ICT?

If never study, live and work in NT, no friends in NT,
but working in ICT which is shortage in NT,
do it good enough to nominate by NT SRS?

If not good enough, any method to get more chance?
Travel to NT? Good CV? Good answer from NT SRS forms?
If I assume I cannot find job in NT
