When can i apply for EEA PR.

Dear admin.
Im asking this question on the behalf of my brother and mother they both have 5 years EEA2 residence card as my dad is swedish national. We applied for EEA2 in july 2012 but after 8 months their application was refused without right of appeal we applied for judicial review then home office withdraw their case and told us they will reconsider our application so in november 2013 we were granted EEA 2 which is valid until november 2018.

My question is that when can we apply for PR is it in nov 2018 or before thanks.

Does your father reside in the UK? If so, has he acquired PR himself? Or how does he exercise treaty rights?

How old is your brother? If over 21, is he dependent on your father? If so, what proof of that do you have?

my father lives in uk and he works been working since last 5 years in uk . My father have registration card but didnt applied for PR yet he will apply with my brother and mother togeather. Yes my brother is over 21 and he is dependent on my father lives with him. Father pays the house rent and most of the bills in our house.

No he is not working, he knowz if he works then he wont be dependent on our father anymore. But my mom works she is self employed

Do we have to apply when the visa expire? Or should we count 5 years from the day we apply our eea2 visa ???
Can anybadmin please reply??
