Where to give advertise for RLMT tier2

Hi I went through how to sponsor Resident Labour Market test in the following documents

As per this document understood that, job should be advertised in 'Jobcentre pluse' (England) and one more place from below
1)National news papers
2)National journals
3)Online version of news papers/journals
& then
4) The website of a prominent or professional recruitment organization

Question1:-
Advert using 1, 2 and 3 are very expensive is there a free web sites I can give-ad in complains with RLMT ?
Also what is this 4th point meaning, ? does it mean any jobsites, say CV-Library is it valid ?
Question2:-
I have QA position in IT sector, as per SOC, it falls in NQF level 6, should I have to mention this SOC in the RLMT job description?
Or can I say JOB ROLE: SOFTWARE QA or SOFTWARE TEST ENGINEER ?
Please advice
