Which salary should I consider here?

My code is 2139 IT Consultant in new SOC2010.
They said that

Salary rates: New entrant: £20,300* / Experienced: £28,400
* [or £19,700 for applicants who entered Tier 2 under the Rules in place before 6 April 2011 and are not subject to the experienced worker rate]

Somewhere they said Experience apply for all case.
I granted tier-2 visa before 6 April 2010 so which salary should I consider?
