WHM to Only Tier 1 possible??

Hi all,

As per new regualtions, Working holiday maker should be allowed to change after 12 months of stay in the UK only Tier 1 of work permit and not tier2, 3 or 4. I have heard this news from my friend but i want to confirm this. Could anyone answer please and/or weblink to see?
