who do i contact??

hi all, i'll keep my query short:

sept 2005 applied for visitor visa for sister in law from pakistan
oct 2005 visa refused
end of march 2006 appeal allowed in uk, judge directed visa to be issued asap
10 days after appeal sister in law gets determination confirming this

as yet, despite several emails to high commission in islamabad, they say they are still waiting for official copy of determination to get to them before they can act further

checked with ait, they say not their department now because appeal is concluded

rang home office they said no department in uk to contact

surely there must be some office i can ring in the uk to ask what is the delay?? should i speak to my mp??
