Clock for PR starts at marriage. So, five years from marriage, you can apply for PR.

Dependent family members of EEA nationals (usually) follow an EU route to acquire permanent residence (PR) status in UK; (they don't normally get ILR).

When did you arrive in UK?
What is the activity of EEA spouse in UK over the past 4 or 5 (?) years spent in UK?
Is spouse from an A8 country?
Have you or spouse had any prolonged absences from UK during this time?

Noted.

So as long as spouse was properly registered under WRS from starting work in UK in 2009 (?) then her PR clock should have been running from that time.
Spouse should have automatically acquired PR sometime in 2014.

That means as soon as your 5 years of married life/residency in UK is under your belt (mid-2016) you can shoot for a 'confirmation of PR' card.

That cannot be right. WRS came to an end in April 2011.

WRS was ended sometime in mid 2011.

If your wife didn't register her work in UK before 2011 then her (& your) PR clock will not have started until 2011.

So, yes, it looks like PR could be acquired by 2016 if you both continue on same track until then.
It's the same for both of you as (based on your stated timeline) your 5th wedding anniversary falls in 2016.
