A question from a friend:

1. Lived in UK for two years under WHM (From September 202).
2. Married to EU national who is working in UK (June 2004).
3. In the process of changing his immigration status to dependent of EU
Spouse.
4. Planning to join university September 2004

When will he qualify to pay home fee instead of overseas fee?
