With new rules will old Ec holders get at least 1 more year

Dear Friends / Moderators
As you all know the new rules are initial EC for 2 years instead of 1 year and renewal FLR for 3 years.
Does this mean that if a old HSMP holder who got initial EC for 1 year but could not find a job in one year, if he applies for FLR , will he get at least 1 year extension to give him 2 years for trying to find work like the new cases ? Or will he be rejected ?
I am asking this because if ILR is made to 5 years with retrospective effect, is initial EC period of 1 year also made to 2 years similarly ?
