withdrawal of appeal, section 17(2)

I had made an appeal against ECO decision and got a letter regarding appeal withdrawal under section 17 (2). I had made no application to withdraw the appeal. So what does this mean?

The Respondent ECO may have made it, but you should have been informed, that the impunged decision has been withdrawn.
