HO Withdrawing the appeal

Hey i want to kw what happended when home office withdrow the hearing?
I am frensh i apply for my husband visa , firt the visa is refused and i have the right to apeal than i am in apeal but my heating was the lowayr of home office withdrow .
What happend nw?
Plz help me and explaime me on detail plz

They will reconsider the case and likely grant the leave. Usually indicates they've realised a mistake, the appeal lapses.

If my husband have the uk visa or not?
