Work Permit (blue card) for my brother

Hi
I am a romanian who holds a blue registration certificate in the UK.
I am trying to help my younger brother(19) obtain a blue card by applying on BR1 form as my dependant. He is currently living in Romania and I've been sending him money monthly through Moneygram for the last 5 months because he is unemployed and has no other income.
My question for you is:
Are the money transfer receipts enough to prove that he is my dependant or do I need some extra evidence ?

Please tell me what is the best thing to do in my problem.
