work permit during changing the college

One of my friend is studying in A Highly trusted college in diploma course and as ukba rules student who are studying diploma has weekly 10 hours work permit in term time and no restriction during vacation. His visa shall be finished on end of the april 2012. Now he is changing his collge to another highly trusted college in janurary intake and old college has given him a transfer certificate to admit in another college. So my query is that in the mean time does he have any restriction to work or how much he can work legally in a week ? Can anyone please provide the relevant information ? Thank you.
