Unfortunately the reason employers ask for Work Permit is because of the new immigration rules due to which employers have virtually no NEW work permits. They can only get work permits in certain types of jobs and that too after going through a lengthy process of advertising and proving that resident workforce cannot fill the position. I know all this because we wanted to expand for a large project, could not get enough properly qualified people in UK and could not bring any people from abroad taking a business hit (and reductionn in UK's GDP as the project had to be eventually stalled/postponed).
I think it will be useful for you to find out more details about these new rules so you can focus on jobs that may have better chances of employer sponsoring your visa. This may help you in focussing your energies and time better and also reduce instances of disappointment.
