Work permits for nurses

A friend of mine who runs a small nursing home would like to employ nurses from outside the EEA. He knows very little about immigration law. How difficult is it to obtain a work permit for a qualified nurse to work in the private sector? What qualifications are normally required? What does the employer need to do in order to convince BIA that they couldn't find an EEA national for the position? The problem is that the nurses would be required to live on the premises, and it's not easy to find qualified British or EEA nurses who agree to this kind of arrangement.
