wrong visa issuance date!

my friend asked High commission (app made outside uk) to issue a visa on a certain date in the application form but they have, what we regard as a mistake, issued the visa on the date application was accepted.

can he persuade HO to change the validity of visa?

whats the procedure?

I have read in this forum that the same thing happened to a couple of applicants and they have approached the HO and the Ho has changed the dates. Cant find the specific thread.
