20 year old conviction 5 year suspended sentence

I am confused as to whether a twenty year old white collar, conviction, resulting in a 5 year unactivated suspended sentence would be treated as a non custodial sentence for a UK spouse visas.

A suspended sentence, not activated, would be treated as a non-custodial sentence for the purpose of an immigration application as per:
RFLP 10.30 wrote: - Examples of non-custodial sentences may include fines, Cautions, Warnings and Reprimands or suspended sentences.
