14 years long residency application refused

hi my application 14 years long residency refused and no right of appeal i send for reconsieration and affter that i gave application for priaction protocol give 14days notice i received acknowlegdement but after that now 4 week gone i haven,t received any thing and for JR my time limit finished my solicitor say we have to wait first priaction protocol applicatin answer i send more fresh evidence they refused my application lac of evidence first 3 years 11 years they acepted i got priaction protocol acknowledgement under 3 month time but now refusal over 3 month can i go still for JR or i wait for reconsideration and priaction application desicion
