If your family member is currently in the UK, you should submit enough evidence to satisfy the caseworker know that he/she is exercising treaty rights. I would submit as many as I had, but I'm not sure that there is a limit (at least 4 would be good - shows that he has passed the initial 3 month period of residence without having to be qualified).

Have you got all the other documents? E.g. proof of residence/copies of his/her passport/ID card etc?

My husband is a British citizen living and working in Cyprus since 2011. We have:

-tenancy agreement
-photos and tickets traveling together
-facebook conversation
-his permanent resident (yellow slip) from cyprus
-old and new employment contract
-driving license
-old and new car insurance
-payslip (if we really need it)
