is cefr level 1 grade 2 Ok for spouse visa extension

Hello every on,

My wife will apply for extension for another 2.5 years in 21st march 2017, She Passed the CEFR Level 1 and she got Grade 2 dated in october 2015
I am wondering will it be Ok for the English requirement?

I heard that the Home office did or will do some changes in the english.

Please help

She needs A1 from an HO approved test provider.
