You may need to hold the line for a rather long time over the phone - I have waited over 30-40 mins on few occasions.

It would also be handy if you had the Home Office Reference number nearby to quote.

I believe there is also a specific set of contact details to use following a decision on tribunal; I will need to look that up though.

Have you tried contacting the UK Visas and Immigration contact centre? They are not the best at advising on specific laws as in answering case specific questions, but they should be able to escalate your query and/or provide you with the right contact number. As it turns out if the refusal decision does not permit appeal, the applicant still has right to follow his legal rights on the path of judicial review.

I was hoping to send in my application next week and adding the result sheet provided by the centre - but I guess I can wait as I am going to be applying for permission to FTT to re-appeal at UT.

Hoping it will not take as long as the suggested maximum time of 4 weeks.
