are tier 4 students at private colleges fall under old Rules

hello everyone
this is my very first post within tier 4 cat

students who study at private colleges where their courses finishing in Dec/Jan can they apply to extend their leaves within UK where their next tier 4 sponsor will be University after 19th Nov, I mean if old rules apply on them??
