Referee Question - Please Help

Hi
I am applying for citizenship next week. I need two referees for my British citizenship application. I understand that one of them should have a professional standing (list below).

I know someone who falls under the engineer category and satisfy these requirements.

However I am bit confused what they mean by "professional qualifications" for engineers. Does this mean that he needs to have a chartered membership at an institution of engineers?
In summary he is a engineer who has Bachelor's degree and works at a reputed global firm.
