When can he apply?

Hi,

My husband (EEA National) came to UK in July 2007. He did work for a small company and paid all the taxes etc, but did not register under WRS scheme.
Then he changed his job and as from January 2008 he has been working for a another company and applied for WRS in April 2008 (April 2008 is on the WRS form). When sending his application he stated that he has been working for the 2nd company since January 2008.
Recently he has applied for PR and received his PR card. Date of issue 20th Feb 2013.

Question is - When can he apply for BC? In July 2013 (counting from July 2007), January 2014 (counting from January 2008), April 2014 (counting from date on WRS) or 20th Feb 2014 (1 year after receiving PR card?

January 2014 although it would be worth waiting until 20th February 2014 as the application would be simpler (just his passport, PR card and life in the UK. No need to send his treaty rights documents again).

Doesn't he need to send all the payslips, etc for the last year that is not covered by PR ?

No.

There is no requirement of employment (or proof of employment) when applying for naturalisation.
