Generally, a person who wishes to naturalise as a British Citizen will have to wait 12 months after being settled (ILR/PR) unless they are the spouse of civil partner of a British Citizen. However, if the applicants ILR decision had been delayed at no fault of their own, then you could possibly apply for naturalisation 15 months after the applicant applied for ILR as per 7.5(g). Providing you met the other standard requirements including having been resident in the UK for 5 years. You have to apply after October 2013 either way. Your case is unlikely to amount to protracted.
