When should i apply for citizenship . urgent help required !

Hi,
I would really appreciate if any senior will answer my query as i am really confused :/
I came to uk in oct 2010 and got Ilr in Jan 2013 . i am married to BC .so when should i apply for citizenship . whether in Novemeber or January ?

I have read that thread and from that i assume that university letter stating course is taught in english would suffice ( plz correct me if i am wrong )but my other question is if there is any specific format or letter that we need to stamped from university . i would really appreciate if i get answer to this question ???

Can some one plz make me understand this ... got this from above mentioned link ..
The following groups are considered automatically to meet the English language component of the KoLL requirement and will not be required to show a formal speaking and listening qualification:
Nationals of majority English speaking countries (Annex A).
Those who have obtained a degree taught in English.
Both of these groups will, however, be required to pass the Life in the UK test to demonstrate their knowledge of life in the UK.

The degree must be NARIC comparable to a UK degree and taught in English.

i got that ..i will send my degree to Naric for "Statement of Comparability " but my question is do i need to send it for " English language Assessment as well " or letter from university stating "subjects were taught in English" would suffice .
i hope i have clear my question and sorry for bothering again but m really not getting exact answer to my question .
also please Reply to this question that
if only letter from university is fine enough then is there any specific form or format for that ????

i have already sent documents for English language Assessment .. so their result that degree is equivalent to CERt HE will not cause any trouble ???

Sorry I just re-read what you wrote, the degree must be equivalent to a UK degree - Bachelors, Masters or PhD. If the Statement of Comparability is saying it is not, that will not suffice.
