PASSPORT OFFICE REQUESTED PROOF FROM DWP

hello People i am in serious and urgent state now, i applied for British PPt for my child sent all documents but could not get my p60 for 08-09 and now passport office asked me to get letter from department of works and pension that i was not on benefit then, i did all i could to get letter and everyone was telling me its a weird demand that they dont issue letter for someone not claiming benefit they can only give letter for someone claiming ,been to job centre, called hmrc and all is saying same , please what can i do i did not even have N.I in 2008 so could not have claimed benefit but the passport office dont want any excuses please be of help to me, i am on Permanent residence.

You are saying you never had an NO in 2008. Then why are you looking for a p60 of the same year. Please provide more clarity
