Naturalization (3-year rule)

On the basis the British citizen and his/her married/partner non EU spouse (legally in the UK) living life as a family unit - under what conditions or circumstances is a person eligible for Naturalization under the '3-year rule' ?

I reckon the following applies, if not - could someone sort this out & explain it?

You have to be married to BC, have ILR/PR, and have been resident in the UK for the last 3 years in order to apply under 3 year rule.
