What is meant by tax office address/reference number and how can they be known? Will the naturalization form incomplete if that is not known & not written in form? Is that same to employer paye reference number or different?

It is on your P60 or your HR department can give you the information. It is the tax reference number for the employer to cover your tax and it is the tax office that your employer falls under for your tax.
