naturalisation for my partner?

Dear friends
My husband and I applied for naturalisation earlier this year after holding ILR for a year. I got approved and now have a british passport but my husband's application was refused.
Grounds for refusal were that in the 5 year period of stay needed for naturalisation, he was overstay for a period of about 15 months. He was subsequently granted visa and then got ILR last year(based on the rule of having entered UK before 2009? whereby one needs only a 2 year residence)
I kind of forgot about it and applied for his naturalisation not realising that he was short of time spent.

In the rejection letter HO have written that he will be eligible to apply in 2018 after he has completed the full 5 years, however now that I have my passport, can he apply as spouse of BC under 3 year residence?

No. They will refuse due to any illegal periods within the last 10 years.

Vinny thanks for responding.

In the refusal letter they have written 'we suggest you make a new application in 2018 when your 5 years residence requirement has been met' (along these lines,not exact wording)

Why would they write that rather than mentioning a 10 year ban? any ideas?

If anyone else has been through anything similar please share thanks.
