Biometric enrolment

Hello everyone
I am a bit confused with regards the biometric enrolment.
I am an EEA national and I have my permanent resident document.
I am applying for naturalisation as a BC and in the form states that anyone applying must register their biometric information.
It is my understanding the Home Office will send you the letter to enrol the biometric info after they have received the application. Am I wrong in my assumption?

Yes, Home Office will send you a letter which has a barcode on and you take the letter to the Post Office to enroll your biometrics (costs £19.20).

You have 15 days to do this once you get the letter.
