I have a family friend and she works for a local council and at the moment she is on maternity leave, can she be my professional refree?
If someone can reply it would be appreciated

As far as I understand yes. She's still employed. So as long as she fulfils the requirements of what a 'professional person' is then it's fine. This is the list that often gets used: https://www.gov.im/media/624353/listofreferees.pdf

Your friend may possibly be "Councillor: local or county" or "Local government officer"

(to be honest I have my doubts as to how much they really check up on these things in detail but always best to make sure your referees concur with the list).
