Register child as british citizen - Referees

Looking at the requirement for Referees
Referees must:
not be a relative, solicitor or agent of the applicant
not be related to the other referee
not be employed by the Home Office
know or have known the applicant personally for more than 3 years
they are willing to give full details of their knowledge of the applicant
advise the Home Office of any reason why the applicant should not be registered
However my child is 2 years old - so how can a referee know for 3 or more years?
and I can't think of anyone who is not a "relative" I can ask to be a referee.

What is the point of this? do they expect me to ask my colleagues who may or may not even seen my child to be the referee??

Common sense is obviously someone who knows the child since birth and not 3 years. You cannot use any relative, either a relative by blood or a relative through marriage.
What is the point of this? do they expect me to ask my colleagues who may or may not even seen my child to be the referee??
For children, it should be someone (the professional referees at least) that is engaged with the child, or nurse, go, health visitor, pharmacist etc who can be if any nationality.
