British Passport application query

Hello moderators,

I will be applying for a passport application and need a small bit of advice .
As part of the passport application it asks "Town of birth ( as written on your or registration certificate)"

In my naturalisation certificate it says Place of Birth : City State , Country

So do I put in both "City State" or just the "City" in the application ? I mean the online application says Town of birth , so I assume it is sufficient to put the Town/City , but seeking advice just to be sure .

Also if I just put in the City , do I need to attach an explanation letter indicating that the "City" is in this "State" or this is implicitly understood.

Just the city name should suffice - on the passport it will only show the city, no indication of state or country.

Do you think I should add a letter of explanation indicating the clarification about the state just to avoid the confusion since it does not align with naturalisation certificate ?

You are free to add any clarification.
The main HMPO concern seems to be that applicant's name is consistent across documents.
And for geographical place names it's normally the common international usage they adopt.
