It's there any justification written for why my other country passports have to be provided with UK passport ap? Has anyone NOT sent them? Seems like they've seen this document for my T2, ILR and BC apps already

HMPO is a separate operation of the Home Office and they don't rely on what other directorates have accepted.
There are two reasons I know of why they insist on original documents:
- They perform authentication on the documents (that's why for example they won't accept a laminated certificate).
- They want to ensure that your name is the same on your certificate as on all your travel document - they want to avoid people having travel documents in different names (an issue that pops up regularly for married women for example - married name vs. maiden name).
The HMPO passport policies give some background detail to this:

This has been in place for years now but it is a surprise to many new Brits - especially as it's a pain to have to send away the original documents.

One of the few advantages of applying from overseas. Applying from The Netherlands for my 10 year old. A full copy is requested.

Didn't they used to work together or am I just misremembering things? I seem to recall reading about combined citizenship/passport applications, so it just seems mad to separate things again.
I didn't want to send mine off, but I did because I didn't want to delay further.

The joint citizneship and passport process, known as JCAP which you could do through NCS at the council, was discontinued in November 2018. It was a service offered for a couple of years only.
Citizneship and passport departments have always been two separate entities and two different process and requirements.

Ok, so I wasn’t imagining things..

The eternal dream, government entities working together instead of having to repeat the same steps multiple times. It doesn’t help in our case that just after going through this process then my husband has to send off his passport again to DVLA to exchange his DL.
