Neutralization for kids

Hi,

I applied for my two kids british passport (one was born in 2013 and other one was in 2017) without any research. One who was born in 2017 his application was refused straightaway and were ased to apply for neutralization. While, my older kid's application is still in pending. They asked me to provide date of birth certificate. I sent red DOB certificate in both applications. We got settlement in 2019. My question is why they refused younger kid application straightaway and older's kid they asked the DOB certificate?

I called multiple times to passport office but they have no clue not even progress team so I am kind of clueless. I just don't want to spent another £1K for neutralization. It's a lot of money for us.

If child(ren) are not British then they can't apply to HMPO for passports.
It appears they were born before you received ILR so both would have needed to be "registered" as British - form MN1. Not naturalised which is for adults.
Please provide more details, children born in or ouside the UK, what did you apply for to UKVI. HMPO won't give you advice on the actual applications required.

Hi, thank you for the reply. My both kids were born in the UK. They never travelled before so we never had BRP card and I didn't apply to UKVI.

So you need to register them through UKVI using MN1 otherwise HMPO won't recognise them as British. They'll need to see the registration certificate,

They don't qualify for British passports.

You have to register each of them as British first and pay the £1012 each.

What doesn't make sense to me is why they asked for black birth certificate for a child who was born in 2013 but not for other one? Do you think rules might be different when he was born?

I think Section 1 is unsatisfiable, if neither parent was settled nor British at the time of child's birth.

However, a UK born child is entitled to register directly after a parent is granted settlement.
