Citizenship Refree Question (Can it be Non-UK Resident?)

Hi All ,
Can anyone share their experience regarding this. It is not super clear from HO guidance if the professional refree can be a NON- UK resident (Commonwealth Citizen ) . Has anyone used a non UK resident as a refree before ? Did you face any issues ?
In my case i am planning to use my university friend as a Professional Refree and he is Australian Citizen with CPEng (Chartered Engineer) credentials registered in Australia . Would that be any issue if he becomes my refree , he has never lived in the UK.
This is about the refree with the professional standing , not the British refree
