Colud any one clarify that the following:

1) Is it possible to change the employer if new employer provides COS with in the six months of the first Tier 2 employment?

You can change employer at any time but there is no six month requirement (whatever that may be referring to). You must have a new Certificate of Sponsorship and you must meet all the points requirements.
