dependent having criminal offence

Hi,

Me and my wife are applying for ILR next week at Liverpool office. But she had a criminal offence regarding TV license. Mean she was fined by court after pleading guilty of using TV without license.

What is the best approach to deal this issue.
I read a sticky about criminality threshold that some statements are changing from 13th Dec and according to that any non prison sentences that are more than 24 months old will be ignored.

can you please help me in this regards.

If you apply on or after 13 Dec then better wait and see what change come on. However if you apply before 13 Dec then according to 7.1
Do you or any dependants who are applying with you have any criminal convictions in the UK or any other country (including traffic offences) or any civil judgments made against you?
you need to declare the fact.

what are the chances that new rules will definitely apply after 13th December.
