Do you have to be in UK five years before?

For Tie 1 (G) to ILR, is there any rule that says that you have to be in UK five years before? e.g. lets imagine you are applying for ILR on 22 July 2014, do you have to be present in UK on 22 July 2009? assume you were in UK on 19 June 2009 but left UK on 20 June 2009 and re-entered on 22 Sept 2009 and you have used same "leave to enter" to exit and re-enter. Can you apply for ILR on 22 July 2014?

I think you are confusing the 'present exactly 5 years before' with the application for naturalisation as BC.

If your initial visa was valid from 19th June 2009, you can apply no sooner than 28 days before reaching 5 years residence.
