ILR refused

Hello Members,
I am falling short of 75 days in order to qualify for ILR on Tier 1 as I came to UK after 3 months of visa stamped date but almost a month covered in my first extension therefore i m short of 75 days now.
my question is if i go to PEO for ILR and if it is rejected due to shortfall then what can i do ? on the same PEO appointment can I apply for extension if CW says my ILR application is not valid ? will he charge me only one fee for extension or ILR + Extension?
The only reason I am thinking to go to PEO is that my passport was given back to me after a month from the visa stamped date when first tier 1 was granted.
