10 Years ILR but confusion with Wife Application

Dear All

my friend will complete 10 years lawful residency in the UK in May 2014.
He has Tier 1 visa valid until December 2015.
the issue is with the wife application as she is in the UK since 2008 always as dependent and currently she is Tier 1 dependent .
Questions
1- After husband will get ILR on 10 years basis will she has to apply for ILR or the spouse visa ???
2- If ILR then which form she needs to use??
3- if she need to apply for FLR(M) then when she be eligible for ILR??
4- Does husband need to fulfill £18,600 requirement as well???

Spouse Visa FLR (M) first and then ILR SET (M)
2- If ILR then which form she needs to use??
N/A as can't apply under the dependant of 10 years, however, if husband applies ILR under Tier 1 route then she will be able to apply ILR with him at the same time.
3- if she need to apply for FLR(M) then when she be eligible for ILR??
Straight after being granted leave on FLR (M)
4- Does husband need to fulfill £18,600 requirement as well???
