Set(m) latest situation

My wife came before july 2012 as PSW depandent.
later depandent of tier 1, ext tier1.
Later I switch to ILR 10 yrars rule.
My wife applied flr(m) by post on 2nd april 2014
But approval came after 2 month. Got visa for 2 years.
So can she will apply straight set(m)?
Which option is better by post or PEO?
When I read all these post fell very confusing.

Hi Esmi,
Yes , she can apply straight on SET(m)
i had a same situation like my wife completed 15 months on PSW dependent and 09 months on FLR(m)
i got ILR on 03rd July this year, so you can count PSW dependent and Tier(1) dependent along with FLR(m)

Thanks for your reply. My satiation is some difference from your case as my wife flr(M) approval came after 6April 2014 .
Though applied before 6th April 2014 by post.
But I read your other post which is helpful.

Let me tell you my history
I got ILr on 10 years long residency, dated 03rd June 2013 and
My wife came very fist time in UK in March 2006 as a student dependent. She spent 06 years on student dependent (March 2006-June 2012) and 15 month on PSW dependent (July 2012 to September2013) and she had spouse visa from September 2013 to September 2015. (Pre July rules, probationary 02 years).
I was on time for my appointment at 9:30 AM, within 30 mints after registering a case , case worker give a call and said, we cant apply for ILR because the “Rules are changed” . After 10 to 15 mints hard discussion with case worker (points given by Amber like immigration rules 287 (a)(i)(d) and few email which I sent to Home Office last year inquiring my whole case helped me a lot to change their decision.
Case worker said, we got two choices either she will refuse the case or we can withdraw a case but I make last try to have a words with senior member of staff and after 40 to 45 mints I received a call on my mobile with same case worker saying “Okay, she is fine and they are granting a ILR”.

Two years leave indicates leave under Part 8, therefore rule 287(a)(i)(d) is engaged and thus Nadeem Toheed is correct. B1 English and LIUK.

Thanks for the reply.
I am thinking to apply by post to save money .Am I correct in this complex situation .
If I go PEO ,can I ask my case worker before paying money?

Just supply a detailed cover letter as per what Nadeem was advised to do.
