Requirements for tier 1 general

Hello lovely people,
my friend need to apply for indefinate leave to remain.
he was granted tier 1 general in march 2011. he applied for extension which was initally refused he appealed against the home office decision, he won the case is FTT than he was issued extension until May 2016.
when can he apply for indefinate leave to remain march 2016 or May 2016 ?
what are other requirements , does he still need to show 3 months maintenance ?
he has paid all his taxes

He can apply 28 days before the fifth anniversary of

a) the initial grant of Tier 1 General visa - if he arrived in the UK within 90 days of grant of the visa
b) the date of entry under Tier 1 General - if he arrived in the UK after 90 days of grant of the visa
