Asking behalf of someone as a favour

Current Visa Status - Tier 2 Visa ( Shortage Occupation List ) expiring 25/10/2020

Visa issued - 25/09/2015

Visa Expiry - 25/10/2020

Date Entered UK- 03/10/2015

Query: Can the person apply for ILR with 2 dependents ( 19 yrs old and 15 yr old ) 28 days before the 5 yr period finishes. 5 yr period finishing on 25/09/2020

Visa start date is 25th Sept 2019 so can they apply for ILR ( super priority service ) on or after 28th August 2020?

For their children to qualify as home student they need to have ILR no later than 1st Sept 2020?

Please can one of you clarify kindly

Hopefully apply by super priority service on 28th August ( friday ) and hope to get the result by 29th August ( saturday ) as by 31st August the son should be having ILR to qualify as a home student to do medicine
