My husband got British Citizenship in 2018 via Tier 2 > ILR. I have been in his dependent visa for almost last 5 years. My first Tier 2 dependant visa was granted from 10 December 2014 till 04 December 2017. I have entered to UK on 20 Jan 2015. I did renewed this Tier 2 dependant visa upto 27th Nov 2020.

Question: From what date am I eligible to apply?

You can apply up to 28 days before the 5th anniversary counting your continuous residence from your initial visa ISSUE date.

So in your case you are eligible since 12 November 2019.
