SET(LR) CONTINUOUS LAWFUL RESIDENCE under 3c/39E

Hi,
My Uk entry tier-4 student: 20/01/2010 to 29/12/2011.
PSW applied within time, got 20/01/2012 to 20/01/2014.
Tier1 Entreprenuer 50k applied on 20/01/2014 got refused on 06/03/2014.
First tier appeal within 14days, got refused on 15/06/2014.
Applied asking permission for Upper tribunal appeal within 14days granted.
Applied Upper tribunal appeal within 14days, won-due to Error of Law on 20/09/2014.
BRP issued 10/12/2014 to 10/12/2017.
Tier1 extension applied on 10/12/2017, refused on 20/04/2019.
Admin review applied on 02/05/2019 refused on 01/06/2019.
Fresh 'same'-extension application made on 12/06/2019 refused on 10/12/2019.
Admin review applied on 24/12/2019.
25/12/2019 is 28 days before my 10 years.

14 days rule NOT crossed at any time / It was 28 days before 24 November 2016.
Can I apply my ILR or not?
Section 3c & 39E will save me or not?

Please give your suggestions guys.
