Waiver - KOLL ( exemption life in UK test )

Hi all,
I am also in a similar situation. I had applied for my wife's ILR in Nov 2019. Shes a stroke patient and her memory and learning ability have been completely affected after stroke. I had attached the KOLL waiver form and the neurological assessment report (prepared by Clinical Psychologist) in the application. This report tells clearly that the patient scores substantially lower than expected on memory & understanding tests.
After 2.5 months of application, I have received an email today asking for LIUK certificate. Luckily requirement for English lang cert has been fulfilled by her Bachelor degree which was taught in English.
I really dont understand what other documents HO want when I have already shared the report from Neurologist consultant and Clinical Psychologist. Should I send the same reports again??
They have not given me any deadline for this but has mentioned in the email that in the absence of this doc may cause a delay on her application. May be this is the last chance given to us to respond before rejection.
Any advice would be a great help.
