Tier 1 Dependent to ILR

Hello,

I'm not sure if this is the correct section to post this.

I switched from Tier 1 E to ILR. Please I need advice on when my partner can apply for his ILR

Below is his immigration history:
1. Tier 1 Dependent issued May 2015
2. He entered the UK in the month of June 2015
3. He left again and returned back to the UK in September 2015 (3 months gap)
4. He left again and returned back to the UK in April 2016 (7 months gap)
5. No other absences since then
6. His current leave to remain is PBS dependent issued July 2019
7. We've lived together from 2015 to date

Please when can he apply for ILR?

Will the absences be an issue?

Is there an income requirement for his ILR application?

He will be eligible in within 28 days of completing his 5 years, counting from first visa issue date. PBS dependants whose visa was issued before 11 Jan 2018 have no absence limits. There is no income requirement under PBS dependant route
